Dover — On Wednesday, June 6, Division of Motor Vehicles (DMV) Director Jennifer Cohan presented Delaware National Guard 1st Sgt Terry Handy with the first Operation Enduring Freedom license plate in a ceremony at the Governor’s Legislative Hall offices.
