The RISE program was established to promote economic development in Iowa through construction or improvement of roads and streets. Iowa cities and counties are eligible for funding in the form of a grant, loan, or combination thereof. Projects must involve construction or improvement of a public roadway. There are two RISE project types: 1) Immediate Opportunity, and 2) Local Development. More information is available at www.iowadot.gov/systems_planning/rise.htm.
Waterloo: Up to $468,750 from the city share of the RISE Fund was approved for a Local Development grant to assist in roadway improvements to Newell Street, including a left-turn lane, located on the northeast side of town. This project is necessary to provide improved access to more than 27 acres for industrial purposes. This project is anticipated to be completed by June 2020.
Butler County: Up to $926,000 from the county share of the RISE Fund was approved for an Immediate Opportunity grant to assist in the paving of approximately 5,280 feet of Union Avenue located northwest of Shell Rock. This project is necessary to provide improved access to the proposed site of TrinityRail Maintenance Services Inc., a railcar manufacturing and maintenance facility, to support a commitment of the creation of 78 new full-time jobs out of 263 RISE-eligible created jobs and $65,998,500 in associated capital investment. This project is anticipated to be completed by October 2020.
Washington County: Up to $250,000 from the county share of the RISE Fund was approved for an Immediate Opportunity grant to assist in the paving of approximately 2,733 feet of 300th Street, 5,286 feet of Kiwi Avenue and 7,557 feet of 290th Street located southwest of Washington. This project is necessary to provide improved access to the proposed expansion of Premier 1 Supplies, an importer and distributor of high-end supplies and equipment for farms, to support the creation of 25 new full-time jobs and $6,500,480 in associated capital investment. This project is anticipated to be completed by April 2021.
